Seems to me that the basic situation is as follows;
Both Trump and Putin want the rare earths and other minerals from underneath the ground in Ukraine.
Neither can have them while a war is going on.
The US can keep supplying arms to Ukraine to prolong the war for a very long time, and thus prevent Putin from getting to the goodies.
Ukraine must do what Trump tells them, otherwise the arms flow stops and Ukraine loses the war and is totally invaded eventually.
Ukraine will fight tooth and nail forever, even without US arms, and so Putin’s eventual victory will be extremely costly financially.
Neither Trump nor Putin care how many people are killed.
So Trump and Putin do a deal, and each ends up with at least some of the goodies instead of neither of them having any.
No western country, or indeed group of countries, has either the willingness or the military capability to intervene and tell both Trump and Putin what despicable people they are.
At the end of the day, Ukraine is simply expendable.

Aren’t they increasingly getting those direct from the OEM in China? 
More than possibly but not all apparently come from China?
I don’t know for sure, I was speculating.
I just read that Chinese deposits accounted for about 80 percent of the rare earths mined in the world in 2017.
No reason to doubt that.
