Titre de Sejour Change in Circumstances (Address)

Bonjour peeps. Now that we have all our possessions in one place for the first time in five months, I am “enjoying” slicing open the top of a box, looking inside, closing the lid and saying “Not today Satan” is very tempting with them all. The accumulation of nearly 25 years of “stuff” is astounding. I blame my amazing ability to do impulse buying at the drop of a hat, to which I ask myself, “What possessed you to buy that”. Used once and then left to collect dust on a shelf or in a draw! Anyway, I will “force” myself to work my way through them one at a time on a daily basis.

Now to the matter at hand. I went to the site to change our address for our Titre de Sejour’s and have been going in circles for the last couple of hours as follows:

1. I hit the link to: https://administration-etrangers-en-france.interieur.gouv.fr/usagers/#/

2. Then hit the link: Je déclare un changement de situation

3. Then hit the link: Veuillez choisir le type de procédure que vous souhaitez réaliser: Je déclare un changement de situation.

The I hit the same brick wall every time:

“Cannot access this service

  • You are not eligible for this service. To access this service, you must merge your account France Connect with your “Abroad in France” account. If you have any request access to French nationality in progress, we invite you to consult the website of the Platform on which your place of residence depends for information on the procedures to be carried out.

- Vous n’avez pas de titre en cours, veuillez faire une demande de titre.

- Vous n’avez pas déposé de demande d’accès à la nationalité française, vous devez en déposer une pour accéder à ce service.”

I have searched online but do not a clue how to “merge your account France Connect with your “Abroad in France” account.”

I am sure we are not the only ones who have been in this cornichon, so any advice would be very much appreciated :blush:

Nope, you’re not the only ones, not by a long chalk. ANEF is a mess for loads of people.

I had a minor address change to do (we hadn’t actually moved, la poste had just given us a real number and road name) so I went to do it online and got exactly the error you’re getting. I played email ping-pong for weeks with the help desk and was, frankly, going around in circles. I gave up because we hadn’t actually moved, it would have just been ‘nice’ to get the address updated.

Digging down though (by looking at the options available) I found that the data they had on me (and presumably input by the prefecture staff) was wrong - very wrong. Date of birth, place of birth… no wonder the software could merge the accounts. The data on one database was significantly different to the other.

I am in the process of moving for real now so I will have to make the address change. I figure the only thing I can do is make an appointment with the prefecture and see if they can get the data corrected, or at least drive the process. Because I am powerless and the ANEF support is clueless.

I moved four years ago and rang the prefecture who told me to wait until renewal time when the ten years was up as they had enough to do and I already held a CDS. Before brexshite my son just went to them and they put a sticker on his carte which is now obsolete as he has French citizenship instead.

:grinning_face_with_smiling_eyes: I love it. That’s about as much proof as you need that the system is mssed up! Forget the computer, back to basics!

We used to have to go to the prefecture for most things the Mairie did not deal with back in the day, talking over 30 years ago now and it was done there and then, no rdv needed, turn up and wait in the queue. The Mairie did the carte de séjour, driving licences, ID cards and most things, the prefecture did the big stuff like selling cars, carte rise queries and changes of owner and address etc and passports. Technology has not really helped it to improve at all

Those were the days!
I took 2 Brits with me to the Prefecture to get their cars re-registered from UK to France. I also had a car to change ownership to myself…

It all went like clockwork, we took our tickets and waited our turn.. Finally us 3 stood side by side at the counters and the clerks rattled through our applications. Then we waited by the “payment” counter.

Eventually, all done and dusted, we walked back to the car park and found we hadn’t been gone long enough at the Prefecture for us to need to pay a parking fee … the first 15/20 minutes was free in those days… :rofl: :+1:

Yes, the info for both of us is so wrong. They have Phill’s country of birth as Jersey, which I do believe is a bit of a distance from Birmingham. And, as for me, my country of birth is……Cook. Not sure in what relation to NZ that would be!

I will look at the Monty Perfecture website and see what needs to be done to get an appointment. Shall provide an update once we have been there.

have you tried going in via France Connect? And if that doesn’t work for you go see the wonderful people at France service.

Hi Jane. Yes I have tried all the relevant FranceConnect links for us and I keep hitting the same brick wall.

Update:

Went to the Monty Prefecture website and accessed the web page titled “Point numérique Etrangers ANEF”. I hit the link and lo and behold (hold my beer) this popped up:

“Page not found. Error 404

The page you are looking for cannot be found. We apologize for the inconvenience.

If you typed the web address into your browser, please check that it is correct. The page may no longer be available.

In this case, to continue your visit, you can go to our homepage or use our search engine at the top of the page.”

We will go and see them directly and see what can be done there.

This is what is required to change an address:

“Demande de changement d’adresse

Aucun dossier incomplet ne sera accepté

Les dossiers doivent être déposés dans les 8 jours suivant le changement de domicile

Apporter IMPERATIVEMENT les documents ORIGINAUX ET les PHOTOCOPIES Lisbiles

Tous les documents en langue étrangère doivent être TRADUITS en français par un traducteur assermenté auprès des tribunaux français

2 enveloppes timbrées à vos nom et adresse

Votre situation familiale a changé (mariage, séparation, naissance d’un enfant) : produire tout justificatif

Documents d’identité:

Passeport en cours de validité + photocopies des pages : état civil, validité et tampons d’entrée en France et toutes pages écrites

carte de séjour en cours de validité

Justificatifs de domicile: (datés de moins de 3 mois)

quittance EDF, Eau, loyer, téléphone fixe ou portable, avis d’imposition

si vous êtes hébergé : Attestation datée et signée de l’hébergeant + Photocopie des deux côtés de la carte de séjour ou de la carte d’identité française de l’hébergeant + justificatifs de domicile de l’hébergeant + justificatif à votre nom (CMU, CPAM, CAF, bulletin salaire, inscription scolaire, RIB, etc …).

+ Si vous résidiez dans un autre département (le titre de séjour doit être réédité)

3 photographies d’identité aux normes parfaitement identiques et récentes, sur fond clair et neutre, regard droit face à l’objectif, tête découverte, aucun lien dans les cheveux, visage et cou dégagés

maquette de demande de titre de séjour (à signer au guichet)

Les droits et taxes exigés seront perçus à la remise de la carte de séjour”

Where on earth is Cook? Cook Islands is at least getting warm (in terms of distance from NZ)

I imagined a scenario; a temp facing a stack of forms, tasked with days of manual entry, hungover from an extended drinking session the night before…. some mistakes were inevitable! I was 65 on Monday btw.

Hi, are you able subscribe to @kim ‘s Facebook group Article 50 TUE Carte de Séjour (Brexit) where you will find the solution to the known problem you have encountered? Plus the instructions for change of address?

Whilst we do not paste the group teams excellent stuff here, the gist of it is (I think) the problem you have encountered is you have created the ANEF account using France Connect and that doesn’t work, you must create an account first not using France Connect.

Nevertheless, @Shiba ‘s point is germain - I don’t really think the administration is too much worried the CdS address is always kept up to date, though likely best to update well before renewal!

Of course, mind that Kim cites the good practice and official guidance - signal the change within three months of moving (except if card expires within that time frame).

In Lot et Garonne we could still do that we we arrived 19 years ago. Compared with now, it was bliss. Speak to a human, change your driving license - no problem. Speak to a human, permis de construire - no problem. And that wasn’t even at the prefecture, but the sous préfecture.

Mind you, France Services was a great help in sorting out our Carte grise and fingers crossed it’s now on its way.
