Not in France it isn’t, ignorance of the law is no defence. You are supposed to find out, the onus is on you to inform yourself.
In practice of course the authorities may be merciful, but they don’t have to be.

I wasn’t offering it as a “defence” as such … and as I said… “you get the fine, none the less…”

Heartily agree… which is why (perhaps) we need that thread…
I fitted one to a Xantia and found the necessary drilled/tapped holes were already underneath and matched perfectly. I did eventually get electrics fitted but only after 2 years or so. In the meantime I carried two white and two red LED battery lights (à la bike) and cable-tied them onto the trailer if I thought the weather was too dim. Never took trailer out at night.
