That’s what happens when you have added no text, just a quotation from a previous post.
Which appears to be what you have in your screenshot.
Just tried, and the same outcome.
If the reply is too short, it will normally say, that is why I added the extra text.
What extra text did you add? - in your screenshot I can only see some quoted text - which doesn’t count towards the minimum post length.
I quoted one word from Wozza’s post, and added what you can see, on the screenshot.
That’s not what I see - the light grey background with darker grey left edge (encircled below) is all a block of quoted text
Compare with the text above that I quoted from your post.
Ah, right, I see what you did - you added your text inside the quote from Wozza
When you quote some text it inserts a block whick looks like this.

I quoted one word
[/quote]
Make sure you add your text after the last “[/quote]” bit
