Yes, that seems a good explanation, ( i think we have all seen a few). One small parameter that people forget. There are not many substitutes to replace personnel in the health care systems, so that “ideal” curve flatten point, to stop a Helth System being overwhelmed; will be a fluid up and down line, because some of those may also get sick.
