Trump just likes humiliating people, it makes him feel better about himself. He’s wasting huge amount of world leaders’ time trying to deal with, while he happily trashes deals he’s signed so that everything is in flux.

I have noticed trump makes a ridiculous statement then after a month goes back on it. He has done it a couple of times.
If I was a suspicious person I would think he is manipulating the world markets, his associates could be making hundreds of millions trading futures, gold etc.
Don’t be surprised if he announced he won’t take it if NATO allies up their defence spending.
