Thinking in the abstract, there is obviously a case for this - but in reality, those of us with any actual hands-on experience of manual farm work will know that you have to have a bit of a ‘feel’ for it; my guess is that the old labour force from places like Romania and Bulgaria were actually very experienced, and moreover no more than one generation removed from living off the land - ie. entirely different from unemployed young people from many generations of industrial labour and urban living.
