Yes fair enough, arrested in the sense of detained until it is sorted out, at which point you will be allowed to either proceed with your journey, or not.
“Arrested” initially suggested to me, the police coming along and arresting you and taking you off to a police station to face criminal charges of not having the correct travel documents.

My wife applied on-line at the end of November 2020 and had her CdS all done and dusted in 3 months.
The Carte Vitale rumbles on after 10 months even with an S1!
They are very happy with recent electricity (or other utility) bills
