There most certainly is in the UK. I bought some for the emergency response team I managed. They would connect to whichever UK network was available. They weren’t cheap mind.
I’ll grant that I might have used clumsy language and, rather than universal, they were multi-network within one country.
Maybe that was what underlay the A&A offering - they had a UK number but would roam to any operator.
A&A have some interesting SIM offerings - including one which links into your VoIP system so you can have a mobile as an extension of your iPBX or even give it a UK geographic number. Had one for a while and it caused no end of fun with the question “what’s your mobile number” - it’s “01XXX YYYYYY”, “no, your mobile number” - yes, that is my mobile number, want to try it?". Sadly computer said no too often entering it online so the novelty wore off.
Maybe I should get another one, plus a French VoIP account - now there’s a thought.

After 36 hours with no mobile signal/internet, due to some unexplained problems with the nearest phone mast, I’ve finally lost patience this evening, and ordered fibre from RED (SFR) at about €20 pm. What amazed me was that they will install it this Thursday ie only 4 working days post order. I’d assumed it might be 2-3 weeks etc…
Its all part of fge plan, disrupt the service and people will sign up to fibre. Its an addiction of ghe 21st century, I am thinking of giving it all up and going back to a quil and ink
We access the internet entirely via 4G (no WiFi etc). Unfortunately the phone mast that serves our area (and is seemingly shared by all the main networks) is more and more unreliable. Occasionally we are without any means of external communication for days at a time - no phone, no internet (other than getting on my bike and searching nearby villages for a signal.) So I really can’t hold any particular mobile network responsible… that’s why we’re going for fibre, just to have a more reliable service.
Given we’re pretty rural here, it’s coming as a pleasant surprise (based on what others report about their area) that almost every house round here seems to be capable of being hooked up to fibre, per the various official maps available…maybe I’m being too naive😕
