What are the outstanding debts? Did you continue submitting nil returns each quarter? Because for each quarter that you fail to make a declaration, a fine is applied automatically.
You need to make a nil declaration each quarter until you receive confirmation of radiation.
If that is how the debt has arisen, you need to contact URSSAF to explain. They may at their discretion agree to let you off the fines.

At the bottom of your screenshot I see you have the Ma Messagerie icon, which is where you go to send and read messages ( “nouveau message” to write a new message).
What happens if you click on that?

Hi folks, I was hoping someone might know what to do about a snag I’ve hit while trying to shut down my self-employment in France from overseas? I’m having some trouble with the stage where the guichet asks for a digitally certificated submission. If someone could give me some advice or point me to a good resource on the following I’d be incredibly grateful: a) how does the digital certification work and which certification company is my best bet? b) is there is an alternative to the certified declaration or FranceConnect+? Can I send in a hardcopy to somewhere? c) can anyone recommend a hand-holder who helps expats with this sort of admin? Some additional context: I left France at the start of November and am shutting my self-employment, impots, URSSAF, etc… down from overseas. I began the process of closing my business online last week, but to do so I need a digitally certified document. The companies that offer the certification all require expensive subscriptions.
