All banks in France operate under the same rules… the credit line is called an account “avec découvert” (overdraft?) - 16 000 Euros line cost 6.19 Euros per month.

Thank you for your quick answer. I am not sure what a credit line is. But I do not want to change necessarily my bank…

Claudia, can you do this with a credit line? Credit Agricole at least offered a 16K line with the business account, for some small monthly fee.

I just came back from my bank, asking for a very small business loan. Answer: we are only allowed to give loans if the chiffre d’affaire is of a certain amount (which mine obviously isn’t). Isn’t it in their interest to see my business do well, since there would be consequential success for them too, increased income for example for cc transactions.
Is there any organisation in this country that does support small businesses? Anyone got any ideas?

I was hoping I wrote on the right website maybe not,so sorry I am new to this.I am asking for advice on a business I want to start in Marseilles I have a 1/2 sister & niece there.I am working on my dual citizenship ,my mother was French & born in Paris.I am coming to France in April for 5 wks & I am checking out prices & places ro rent for a small "To Go sandwich,soup & salads shop."Or even a salad & soup bar & selling sandwiches on the side.It would be convenient for the tourist & the residents as well ,I believe.I have no idea what the tax situation is like I just know that they are much higher than the U.S.So if anyone has any feedback for me I really do appreciate it :slight_smile: Thank You,Merci!Marika

Sorry. I appear to have turned into a grumpy old cynic - must be something to do with 60+ years of coping with life and governments. Just can’t see the point of this legislation, though just like the general uselessness of speed cameras in the UK (except as another tax on motoring), the French are going to pay out huge amounts of our taxes on installing vast numbers here. As with fashion, they are 10 years behind the times!

In the UK I think there was a standard fee for the HIPS pack-how much do you think we should pay in France? It is surprising that the French government thinks this needs to be done especially in a country where house buyers rarely have a structural survey carried out - the people whom we bought from couldn’t understand why we had one done! Also I find it difficult to believe that a buyer wold refuse to go ahead with a purchase if the the DPE was an F when they were expecting a C. If the house is , say, 150 years old with 2ft thick walls rather than one 5 years old I think that any intelligent person on viewing the property could hazard a guess at which one would cost more to heat. There is no reason why the survey can’t be carried out after signing the compris when the result can be part of the final document i.e if the rating is less than C the sale will not go ahead. Anyway, will buyers understand what the report means - energy use especially with regard to space heating depends on a range of factors. One of the reasons that HIPS failed in the UK was that buyers did not trust the reports as there was no way of guaranteeing the veracity especially with regard to the structural survey which mortgage companies insisted was paid for by the buyer using a (small) specified number of surveyors. Finally, if we had several surveys carried out would they come up with the same answer? The only advantage for a buyer is a bargaining tool on the price - less if there is no loft insulation or double glazing or an old boiler.

I don't think estate agents are biased towards having reports done - they are told that they have to or will be fined. So agents are only passing info on. Some people have already taken their houses off the market because if this and it has created more work for agents. I'm helping out lots of people with second homes to get these done and going along with the expert to let him in the house - in my 'spare' time for no charge. I fail to see why agents should pay for them (btw I'm not an estate agent).

This seems to come under the same category as swimming pool security and fosse septique legislation. You have to pay quite a lot of money to comply with the legislation then nothing happens and nobody can give you any information which does not conflict with what someone else says. All the information on this seems to be given by the agents who can only be biased. Which government agency can supply the correct information? Nobody has inspected our pool security and several properties near us have had pools installed over the last couple of years without complying. We had our two fosses' inspected about four years ago and was passed as fit for purpose though we know they are not! We cannot find one of them but it was include as OK in the report. A lot of estate agents are going to find that they will have a far fewer properties to sell this year due to the state of the market. If we stick a sign up outside our house does this constitute as advertising? Lastly, who can police internet advertising worldwide and can French legislation apply? Maybe agents will offer a discount or, as my wife suggested to one, give us half of his commission to which there was a stunned silence.

The idea behind the DPE is to encourage people to make improvements to their houses to save energy - so a good thing, I think.

It is just a bit chaotic when these laws are notified and come into immediate effect - same goes for the new septic tank laws.

I spoke to my company again at lunchtime and they think that usually you are given a trimester to make sure you are up to date - presumably why other agents are saying April.

I also spoke to a notary this morning who says he is going to ask for new DPEs when a house is resold with an existing DPE to allow for the fact that the house may have had new windows, a different form of heating put in etc. The house we had this morning had a wood burner installed since the DPE was done 4 years ago.

I agree Sandra - wait and see! It does have to be done though, as the law has definitely been passed. So I don’t think properties need to be taken down but we should all get on with having the reports done (and the same goes for rental properties). It is a pain that they bring these things in at the last minute!

I work with 2 agencies in the Lot-et-Garonne, neither are advertising with the DPE reports. I have my house up for sale and was told I have until April to get the report done, so I guess that within the next month we will all know more. I have an advertising portal with 140 sale properties on it, so am trying to find out as I do not want to be fined. Will keep you posted.
